What is the Emergency Broadband Benefit Program?

The Emergency Broadband Benefit (EBB) Program is a temporary emergency federal government benefit program operated by the Federal Communications Commission (FCC) that is intended to reduce a customer’s broadband internet access service bill by up to $50.00 per month for a limited time.

Who qualifies for the EBB Program?

Households can qualify for the EBB by showing that at least one member of their household meets one of the following criteria:

  • Qualifies for the FCC’s Lifeline Program, by having a household income that is at or below 135% of the Federal Poverty Guidelines or by someone in the household participating in one of these federal assistance programs: Supplemental Nutrition Assistance Program (SNAP), Medicaid, Supplemental Security Income (SSI), Federal Public Housing Assistance (FPHA), or Veterans Pension and Survivors Benefit,
  • Is approved for the free or reduced-price school breakfast/lunch program, including through the USDA Community Eligibility Provision, in the 2019-2020 or 2020-2021 school year,
  • Experienced substantial documented loss of income since February 29, 2020 with a total household income in 2020 below $99,000 for single filers and $198,000 for joint filers, or
  • Received a federal Pell grant in the current award year.

The EBB is non-transferable and is limited to one monthly service discount per eligible household. Only offered in Kentucky.

How much is the discount?

The discount is up to $50.00 off the standard data and access rate for the 25GB Unlimited Data plan . After the EBB discount is applied, the customer is responsible for payment of the remaining monthly rate charges, which may range from $0.00 to $45.00 for a single line of service depending on the plan selected and other available/applicable discounts. Taxes, fees, and other surcharges also apply, which are subject to change and vary by location. The EBB discount will be applied beginning on the first day of the month following successful enrollment, and on the first day of each month thereafter until the EBB Program ends.

How long does the EBB Program last?

The EBB Program will end once the funds are exhausted, or six (6) months after the Dept. of Health and Human Services declares an end to the COVID-19 pandemic, whichever is first. Upon the conclusion of the EBB Program, customers who have elected to continue service will be subject to Appalachian Wireless’ undiscounted rates and general terms and conditions. Once Appalachian Wireless is informed of the final date of the program, you will be promptly notified of the date the benefit will end, and the impact on your monthly bill. The amount of the EBB discount may be reduced in the final month, depending on the amount of available funds.

Can I transfer this benefit to another carrier?

Households may obtain broadband service supported by the EBB Program from any participating carrier of their choosing, and households may transfer their EBB Program benefit to another provider at any time.

What is the maximum undiscounted rate, including taxes and fees, that applies once the EBB Program ends and the benefit expires?

The approximate undiscounted amount for each plan, consisting of the access charge and data plan rate, is:
$104.61 per line for a smartphone on the Standard/Contract plan
$81.63 per line for a smartphone on the Advantage plan
$67.24 per line for a tablet on either the Standard/Contract plan or the Advantage plan
These totals include estimated taxes and fees, which vary based on location and are subject to change. You may or may not be eligible for other discounts.
